The engeneer Ruy Varela is an expert in regulation of the generation, transmission and distribution of the electricity, in restructuring and design of systems and energy markets, in reestrucutración, corporatización and privatization of the electrical industry in Argentina and other Latin American countries like Venezuela, El Salvador and Nicaragua. He has acquired this experience from the deregulation and privatizations of the electrical industry in the Argentina and Latin America as SIGLA's associate.
Previously he specialized in economy of the energy, planning of systems and evaluation of electrical projects, initially in Water and Electrical Energy (1971 – 1977) and later in SIGLA.
In the last years his professional performance included the following countries in Latin America: Guatemala, Nicaragua, Panama, Bolivia, Brazil, Peru, Uruguay, Venezuela, Chile and El Salvador.

He acted as the Director of Projects, Boss of Studies and/or Coordinator of the work teams in almost all the Consultancy Services given by SIGLA and he is one of the most important specialists in Latin America in pricing studies, study of demand, global projection for analytical and econometrical methods, disintegration for distribution stages (AT, M, BT)and determination of the initial adapted VNR.
