Sandra is a registered corporate psychologist who has experience in providing strategic advice on human resource reform and capacity building, specifically within the justice sector. With over 16 years experience within both private and public sector enterprises, Sandra has expertise in the conduct of management reviews for improved organisational performance; corporate planning; organisational change; the application of cultural and climate evaluations for organizational development and redesign purposes; and human capital management. Her training in organisational psychology allows a behavioral and cultural perspective when developing solutions toward achievement of strategic objectives.
Sandra has valuable international development experience with justice sector specific assignments spaning the Asia and Pacific Region in over 13 countries.
Crannage, Glenn

Mr Crannage has extensive experience in 30 countries in the assessment of needs for police, justice and security agencies; technical appraisal of law and justice sector performance; design of projects to reform and build the capacity of law and justice agencies; and in the implementation and appraisal of institutional strengthening projects. His contemporary work in the fields of human security, good governance, police and justice needs assessment and capacity building has seen him used in recent reform projects in a wide range of countries around the world. He has extensive experience in the building and re-building of policing, justice and corrective services, including those in post-conflict environments, and under both civil and common law systems.
McCagh, Alan

Alan’s professional experience in the law and justice sector originated in the Western Australia Police Service where he served with distinction for 25 years and attained the rank of Acting Assistant Commissioner. In 2004 Alan left the police service to take up international work and to pursue a career in business, leading him to his current position in GJS. As the Chief Operating Officer (Asia-Pacific), Alan has taken on roles that include; business development for GJS; undertaking law and justice scoping missions for AusAID; operational and legislative reviews for WA State Government agencies; the delivery of specialist technical training to international police forces, the facilitation of Aboriginal Justice Agreements for the WA State Government and the technical direction, monitoring and evaluation of AusAID capacity building projects.
Alan has management oversight of all GJS operations that fall within the Asia-Pacific's geographical span including: current multi-million dollar, law and justice sector capacity building projects within Cambodia and the Maldives; and future business development opportunities within the Region.
Barnsley, Dr. Rowan

Dr Rowan Barnsley is an Australian with significant experience in organisational development, governance and justice sector reform both in Australia and internationally. His broader public sector reform experience includes extensive work with national and state police and law enforcement agencies at operational, managerial and executive levels. Rowan has worked in police and justice sector reform projects in Asia, Africa, the Sub Continent and the Pacific. His experience covers the spectrum of development and capacity building including scoping missions, needs analysis, project design, implementation, technical direction and monitoring and evaluation. He is the Program Director for the Samoa Police Service Reform Project and between January 2004 and June 2005 was the Deputy Team Leader and Executive Development Adviser for the Pacific Regional Policing Initiative (PRPI). From 1987 to 2000 Rowan held a number of senior positions within the Australian Institute of Police Management (AIPM) and worked extensively with all Australian police agencies during a period of profound change to improve police professionalism and performance.
McCaffery, Doug

Doug McCaffery has extensive managerial, operational and command experience including 35 years service as a uniformed and plain clothes officer in all major regions and portfolios of the Western Australia Police Service which has a staff of 6000. On being promoted to Assistant Commissioner, he had executive command responsibility for the delivery of all major business change, technology and communications projects within the Western Australia Police Service.
Doug progressed to consulting and has extensive experience within Asia and the Pacific in the fields of forensic and executive development. His particular focuses are professional development and he has an ability to conceptualise and strategise across agencies and many of his initiatives have been introduced across regions.
