What I Do


International consultant on tourism policy, law, planning and development with substantial experience in developing country projects for ADB, UN agencies, government and private sector. Technical expert as well as team leader and project manager for substantial complex and multidisciplinary projects. Special expertise in post conflict, economies in transition, privatization, development, capacity building and developing legal and institutional frameworks.

PROJECTS UNDERTAKEN (Selected: last 5 years)
Fiji 2005: Integrated tourist resort development on native title land
Advice on legal structure and land title arrangements.

Saudi Arabia 2003-2004:Implementation of the Sustainable Tourism Development Plan
Senior Advisor to the Supreme Commission for Tourism for implementation of STDP and Director of Laws & Regulations Program which drafted the laws and regulations required to establish the institutional and regulatory framework for tourism in accordance with the plan.

Australia 2003:Uniform Traveller Accommodation Law for Australian States and Territories
Research and discussion paper for the Australian Government (ASCOT) on international law and best practice on regulation of hotels and other accommodation providers as a basis for uniform national legislation.

Saudi Arabia 2000-2002: Sustainable Tourism Development Planning
Senior Advisor to the SCT on key strategic, organizational, technical, legal and policy issues involved in opening up and developing the tourism industry in Saudi Arabia.
Program Manager for the Sustainable Tourism Development Planning process, considered one of the largest and most complex projects of its type. The 20 Year Masterplan and the 5 year Action Plan were successfully completed and approved by the SCT board and are now being implemented.

Cambodia 1999-2000: Strengthening Tourism Planning
For the ADB / MoT developed the policy, planning and legal framework and designed the standards and quality assurance systems in Cambodia for sustainable international tourism together with a range of other tasks designed to strengthen tourism planning.
