What I Do


Professional experience draws from over 35 years working in the Water Sector, from research in topics including hydrology, water modeling, and water resource planning, to having instrumental positions within Mexico?s Public Water Sector and direct involvement in private sector projects.
Management positions involving the planning ? programming ? budgeting ? monitoring and control of investment programs in the water sector, involving annual budgets of over US$ 400 million. Wide international contact with current water planning and management issues. Opportunity to induce broad legal, institutional and managerial changes to specific situations at national, regional and local levels.
Experience translated into measurable results in Mexico and abroad. Consulting at national and international level on water management, water policy, water legislation and institutional reform, current client organizations include the World Bank, the Inter American Development Bank, and the Governments of Mexico, Honduras and Costa Rica, allowing direct contact at high political levels. Permanent contact and active participation in international forums, allowing dissemination of universal principles applied to specific situations.
Experience in the private sector includes direct involvement in developing PSP schemes in Mexico, as well as consulting to several institutions at Municipal and State levels on regulatory and financial issues.
Water Resources Planning. Thirty years experience in water resources planning, covering a wide spectrum of activities, from conceptualization to implementation of strategic and action plans. Experience ranges from conceptualization to the integration of both investment and non-structural programs.
Institutional Development and Capacity Building. Direct involvement in the processes of institutional change in Mexico?s water sector. Consulting provided to countries in Central and South America on the design of water management institutions, through technical cooperation financed by IBD, FAO and DANIDA. Experience in providing the technical inputs necessary to design a legal framework for the modernization of water management and application of economic instruments.
Water & sanitation Services. Private Sector Participation. Practical experience in designing schemes for private sector participation for the provision of water services. Direct involvement in the design and biding of schemes for private sector participation in the provision of water services and wastewater treatment plants in Mexico. Involvement in the design of regulatory framework for the provision of water services in the State of Mexico, and developing alternative financial mechanisms for developing water services and associated infrastructure in the State of Guanajuato. Direct participation in developing business opportunities in the water sector of Mexico, Central America and the Caribbean for private companies operating in Mexico.
